P35-Billion Cavite-Laguna Expressway Huge Project of Pres. Duterte Ground Breaking

The tough-talking President of the Philippines, President Rodrigo Roa Duterte continued its commitment to improve the infrastructures of the country through his "build, build, build" program as the P35-billion peso road project linking Cavite to Laguna breaks ground on Monday, June 20, 2017.


The P35-billion Cavite-Laguna Express (CALAX) Project aims to link the two provinces of Laguna and Cavite and will have a span of 45 kilometers featuring also a total of eight interchanges. CALAX will link Kawit, Cavite to BiƱan, Laguna.

During the groundbreaking ceremony of CALAX, Public Works Secretary Mark Villar was quoted as saying "CALAX will be one of the most advanced highways in the Philippines. It is expected to ease traffic congestion along Governor's Drive, Aguinaldo Highway and Santa Rosa Tagaytay Road," Sec. Villar stated.

The CALAX Project was fast-tracked by the Duterte administration through the government's Public-Private Partnership (PPP) Program. The closed-system, modern-tolled expressway was awarded by the government to private concessionaire MPCALA Holdings, Inc. of the Metro Pacific Group, the winner of the bidding.

Although the project was forged during the Aquino administration, as one of its 12 major PPP deals, the Duterte administration fast-tracked the processes to try to finish the project before the term of Pres. Duterte expire in 2022.

According to some economic managers in the country, the CALAX project would show what the private sector can contribute to the country's massive infrastructure build-up. Under the Duterte admin, the government has preferred to take on projects alone or rely on foreign loans instead but they are also open to different modes of building infrastructure - whatever will get things done in the fastest and cheapest way possible.
